DECISION

TELEGRAPH.

Important decisions were reach- ed by the Board of Admiralty recently in connection with the recent Courta-martial at Ports mouth following the collision be tween Hood and Renown during the naval manauvres off the Spanish coast on January 23.

Captain Sawbridge, of Re- nown, who was found guilty nl the trial of negligently or by default hazarding the vessel and sentenced to be dismissed his ship, will, in consequence, re- Hume command.

Rear Admiral Bailey, who was in command of the tattle Crui ser Squadron and was acquitted by the Court, was considered by the Board to have given his final order too late, and they were unable to absolve him from all blame.

The decisions were made known in the following announcement from the Admiralty:

"After a careful examination of the evidence adduced at the Courts-martin, their Lordships have reached the following deci sions:

"Their Lordships dissent from the finding of the Court-martial held for the trial of Rear- Admiral Bailey to the following extent;

"Rear-Admiral Balley adopted

With its

eyo on the United States and Great Britain as the two most important prospective converta, the International Cham- ber of Commerce is continuing its campaign to have the metric syn- tem of measurement universally adopted.

A new report is being prepared by the Chamber's committee on the subject and will be taken up at the Congress It Paris next June. At a preliminary meeting of the Chamber in February the pros and cens of the adoption of the system by all countries were discussed and plans drawn up for discussion in June,

At present all countries on the American continents have adopted the metric system, Canada and Paraguay, and even in the United States the system has the Ramo legal status as the American one.

Elsewhere in the world, the British Empire is the only import- ant group of countries using any other type of measurement, while Lithuanin is. the only remaining country in Europe which has not adopted metres and kilograms aa ita units of measurement

The International Chamber of Commerce is confident that tho system, which was used by one- third of the world in 1875 and two- thirds at the close of the War, will

eventually become universal. This was the intention of its origina tors after the French Revolution,

and they were thus careful to base
