London, April 10. It is understood that an extraordinary Cabinet meeting was called at No. 10 Downing Street to-day just prior to the departure of the Prime Minister, Mr. Ramsay MacDonald, and the Foreign Minister, Sir John Simon, for the international conference at Stresa. It is believed that it was decided at the last minute to change the British programme for the Stresa talks, due to reports that France and the Soviet were about to enter into a virtual military alliance.

The British representatives would try to switch France towards a merging of the Russian agreement into a broader European security pact or surrounding it with other treaties, to which Germany could adhere.

Prior to this Cabinet conference, j Sir John Simon and lengthy talkai with Mr. Bingham, the American| Ambassador to. London, outlining the situation for President Roose velt's benefit.

The Foreign Minister said that Great Britain would not

engage herself to any new commitments. The Stresa meeting was purely ext ploratory, he poluted out.

Starting with quotation of silver at 64% cents an ounce by a firm of bullion brokers, the silver market to-day became infected with optimism and heavy transactions ensued in Montreal and London. The result was that the American Treasury advanced the price to be paid by the Mint for native silver to 71 cents)

Mr. Henry Morgenthau, Secretary of the U.S. Treasury, declared when he had fixed the new price, that the United States would meet any advance in world silver values This is taken to be a challenge, especially to the Gold Bloc nations.

Silver, at the 71 cent level, has thus almost trebled in price since President Roosevelt's inauguration, whẹn the price was approximately 25.5 cents an ounce.
