The Foreign Office, according to the most reliable information, has received from Signor Mussolini a four-point agenda for the Stresa Conference, at which Britain, France and Italy, as the major participants, will endeavour to evolve a common policy for the preservation of the peace of Europe and for the

maintenance of their own and lesser powers' security.

Signor Mussolini suggests, in the first place, the formulation of a three-power policy between Britain, Fance and Italy with respect to Germany's repudia- tion of the Treaty of Versailles. He would have these three nations agreed upon the tactics they are to adopt towards Germany at the coming session of the League of Nations Council.

The second point of the agenda embraces discussions for examination of the possibility of alignment on a common front in respect to the fulfilment of the Franco-Beltinh European accurity proposals, contained in munique of February 3.
