DEATH TO OPIUM ADDICTS
CHINA MEANS TO END EVILS
GOVERNMENT NOT FOOLING
Tientsin.
The Chinco Government's drivo against the narcotic evil is achlov- ing an amazing success in North China whore the trafic is either being destroyed or driven doop underground, it was apparent to- day:
The ment casual observer cannot escape noticing the vast difference between the oplum smoking and peddling situation in the foreign-, controlled concessions of Shanghail 28 ccmparod with the... Chinese controlled cities and communities in North China, at least.
China's charge, mndo to the
·Oplum Committee of the League of Nations recently, that the foreign concessions in Ching aro the centres of the drug traffic in the Orient, created much bitterness but there is some reason to believe the facts were truthfully stated.
Any person who has lived in Shanghai or in North China, and is well acquainted with the average citizen, in struck at once with the changed attitude of the oplum smoker or narcotic user to the narcotic lawa.
The average Shanghai Chinese does not believe it against the law to smoke opium in his home oì- though he knows that opium "dons"

In Tientsin, Nanking, Peiping or any other city of North China, it is a different story. Clinics are established everywhere to cure narcotic and oplum addicts. There is no "pubile" smoking us in Shanghai. Users lived in terror of being caught by the police and being given the "cure" for the first offence and facing a firing squad for the second.
Thera is, in Tientsin, only one large opium "den" known to most Chinese. It in in the Japanese
SOUTH AMERICA CULTURE

Aboriginal South American cul- ture extended to the Bay Islands of the Caribbean off Honduras, a new report of the Smithsonian In- stitution Indicates,
The report, by Dr. William Duncan Strong of the American Bureau of Ethnology is a study of "Chorologan" type civiligation, which at the time of Columbus centred in Spanish Honduras, Nicaragua, and Costa Rica. Some rehnealogista have sought to find in it the baate of the Maya civilisa- tion of Yuentan and Guatemala, the highest achieved in the aboriginal New World and one of the highest evolved independently anywhere on earth. It was much cruder than the higher culture, but bears cer- tain general and perhaps basic re- semblances to it. The findings of the Smithsonian expedition Indicate that people of the Bay Islands had borrowed little from the nearby Maya, whereas the influence of the more dialant Costa Rican civilisa- tion was strong.
Dr. Strong gives detailed des- criptions of the art facts recovered and the sites explored, with the conclusion that the culture of the Bay Islands represents an extréme northern thrust of South American Influence and that any final solu- tion of the mujor problems of Cen- tral America must await more thorough exploration of the south- ern continent.
"Most of the archaeological re- mains on the Bay Islands and the [ adjacent mainland," he says, "show strong connections with the pre- historic Highland area of Costa Rica,
The only people of the Highland region, at the time of the Conquest were the Guetar, who be long to the Chibchan linguistic
atock of South Amerien. " His- torical evidence, ethnology, archeo- logy, and linguistics all combine to suggest that peoples of South American affiliatlone must have been responsible for most of the archaeological remains on the Bay Islands and probably in Northern Honduras as well. ..That peo ples of Chibchan or affiliated speech at least served as carriers of the culture seems clearly demonstra- ble.
"The occurrence of this marked prehistoric thrust of South Ameri- j can influence as far North and West as the Bay Islands has inter- eating theoretical connotations. It forms another link in the growing chain of evidence indienting that the answers to many basic problems of Middle American culture history lie buried in the Southern con- tinent.-United Press.
Concession and is said to be licenced. If there are others, they are insignificant and not known to the average Chinese.
The fact that the anti-narcotic law is being strictly enforced against higher Chinese officials in North China, and the number of public execuilons witnessed here, are convincing the user in these reoling.-United Press. parts that the Government is not
