Berlin, March 27.

Continual shouts of "Germans, Awake!" were raised in a gathering of 25,000 persons in Berlin Lustgarten to-night as a protest against the Memel sentences.

Four of the 122 pro-German plotters in Memel were sentenced to death yesterday and all but thirty- five of the others were sentenced to prison terms, for plotting to detach the city state from Lithuania and return to the Fatherland.

Herr Steinacher, leader of the Association for Germans abroad, in a speech in the Lustgarten, declar- ed that the only guilt of the Memelites was loyalty to Germany. Any blame must be attached to the makers of the Peace Treaty which tore Germans from their Fatherland.

"One should no longer propose pacts to Germany after such a nation as Lithuania has trod the Memel convention underfoot."

The sentences passed at Kaunas were a crack of the whip in the face of the German nation which they would never forget, sald Herr Steinacher., This was greet- od with-grent ory from crowd: "We shall avenge this!"

Geneva, March 27. Following Mr. Victor Hoo's criticism of The League Secre [tary-General's statement re- gretting Japan's departure from Geneva, M. Joseph Avenol issued a prompt reply to-day.

. He declared that he did not in- tend to give Japan a certificate that she had fulfilled all her obligations, but asked, at the same time: "Does not a state cease to be a member of the League after the stitutory two-year delay? And can a state be constrained to remain a member after complying with the rule of giving two years" notice?"

The House of Representatives to-day passed a series of big Navy bills, including one which increases the line officer strength of the service by 1,032 men over a period of years up to 1942, when the United The Navy maintains 6,082 line officers at present.
