Washington, March 3. Government ownership of soft coal folds as a stop toward federal conservation of America's mineral and of deposita was suggested to President Roosevelt by his Nation- al Resources Board.

2. That axing of minimum and maximum bituminous coal prices may be needed.

"Government purchase of select- ed acreage of bituminous coal fields deserves serlous consideration as a means of controlling capacity,” the board sald. "Such a national coal reserve would be lensed as needed with payment of royalty to the United States."

The committee opposed Govern- mental action that would supplant · private initiative in other minora! fields, but said federal supervision should be established to provide "addition of safeguards and powera to enable the industry itself to act collectively, where necessary, in order to avoid the physical and social waste of destructive.com- petition."
