For the first time in the history of the Hongkong Jockey Club, the Stewards to-day banned pari-mutuel betting on a pony. Shortly before the start of the Exchange Plate, a notification was posted on the course stating that, until further notice, Liberty Bay, the un- beatable Dunbar stable mount, would be excluded from the betting,

The notice further stated that pari-mutuel rules as. follows would apply in every race in which Liberty Bay starts: (a) a winning dividend will be paid on the first placed pony, excluding Liberty Bay; (b) place dividends will be paid on the first three ponies, excluding Liberty Bay, provided there are six or more starters for betting purposes.

As there were only five starters in the Exchange Plate, which Liberty Bay won by many lengths, place dividends were confined to King's Justice, which finish- ed second, and Sadko, which came in third. · Since he commenced racing in Hongkong three years ago, Liberty Bay has won race after race by many lengths with monotonous regularity, and has never been ben-' ten. Although the step taken by the Hongkong Jockey Club is unique in the history of racing in the Colony, it has been in force in Hankow.

The United States Supreme Court, in quashing to- day the action brought by Mr. Norman C. Norman against the Baltimore and Ohio Railway to collect from them the "gold clause" value of their bonds which he holds, was a victory for the Administration and a de- fence of the monetary policy of President Roosevelt. The abrogation of the gold clause by Congress was thus approved by the Supreme Court, though the justices were divided five to four in their judgment.

The Supreme Court has given outright approval for legislation eliminating the gold payment clauses from all private bonds, and also has thrown out other suita seeking test legislation as applied to Government bonds, and likewise the suit seeking the payment of $1.69 in devalued currency on gold · certificates sur- rendered under the Treasury's orders, says United Press.

With reference to Government bonds and gold certificates held in the United States and in Court claims in which suits have been filed, the Court holds that it has no authority to entertain such suits.
