THE LEPROSY PROBLEM

COMMITTEE ISSUES REPORT

Among the papers laid on the tablo at yesterday's meeting of the Legislative Council was the report of the Hongkong Committee on Lepers, appointed some time ago.

The report, which is dated Janu ary 11, 1935, and is signed by Mr. N. L. Smith (chairman), the Hon. Dr. A. R. Wellington, Mr. M. K. Lo and Mr. Li Chuk; states:

We were appointed to enquire into the incidence of leprosy in the Colony and to suggest methods for dealing with lepers found in the Colony.

Modern methods of treatment may cufe the disense if taken at an early stage and may mitigate its violence at all stages. Segregation is not an essential condition at either stage.

With the above in view it might seem attractive simply to recom- mend the complete repent of Ordin- unce No. 24 of 1910 and to allow leprosy to take its chance like of tuberculosis, the infectivity which is much greater.

But the revolting nature of the discaso in its advanced stages and the horror with which it is com- monly regarded seem to us to call for some special legislation alike for the protection of the public from distressing spectacles and still more for the amelioration of the leper's own unhappy lot.

Under the existing law every person is either a leper or not a leper. If he or she is a leper then the full vigour of the Ordinance theoretically makes itself felt. No treatment by a private practitioner or as an out-patient at a hospital is permissible however elight the symptoms. The Polico must be at once notified and the unhappy | victim expelled' from the Colony or

No asylum, as contemplated in tho Ordinance, has yet been established, probably owing to the fear that such would attract from South China a large number of lepers whom the Colony should have no proper claim to support.

We consider that a leper asylum should be established in the Now Territories but that this should be under the control of some mission- ary or philanthropic body with a subsidy from the Government based on the number of genuinely local cases admitted. We therefore re- commend the deletion of that part of section 2 of the Ordinance which the establishment of a prohibits leper asylum by a private person.

We consider that segregation in such an asylum should no longer bo compulsory in cases where, ordin- ary medical treatment is considered sufficient. If so, we are opinion, from the experience of other countries, that accommodation for at most 100 local lepers would be found to be adequate at lenat advanced stage of the disease would probably greatly prefer life in an asylum to the wretched existence which is the only alternative ekse where, we consider that their re- moyal to such an asylum, at the of tho discretion of

As regards the local incidence of the disease we are conscious that any estimate must be almost purely conjectural, but from an examina tion of the figures available from Gas tatticies and of the Gaol statistics we conclude that there are probably at present some- where between 800 and 1000 lepers In the Colony,
