HE Prime Minister, in his Now Year broadcast predicted "a year of Improving trade, wagos tanding upwards, and, increasing employment." In a few weeks time the bank chairmen will be making similar prophecies. But Prime Ministera aud bank chair- men are professional optimists. What are the real prospects of continued recovery?

The recovery which we have had in the last 30 months has bogn almost entirely a domestic affair. There have been many reasons for it. The departure from the gold standard freed us from the deßationary spiral in which the countries of the gold bloc are still caught and opened the way for the policy of cheap money..

Almost alone among the Great Powers we have had no run on the banke, The maintenance of wage rates and cheap food have kept up the purchasing power of the working class. For these factors, some credit is due to the Government. But much more in due to good fortune and to the good sense of the British people. And for cheap food no thanks, at all are due to the Government, which has been doing its beat 10 make food dearer.

But the interesting point at the beginning of a New Year is not to distribute praise or blame for the past but to inquire into the future. Are all these causes of recovery still operating?

The Money is still cheap, the bunks answer is that they are. are still sound, wages are still high and food, defying Mr. Elliot, ls still cheap. But on the other hand the scope for their operation is naturally more limited than it
