The Portuguese kidnapping case reached its final stage this morning, when Mr. E. W. Hamilton, at the Kowloon Magistracy, gave his decision.

"The crime which has been committed is a despicable one and strikes at the heart of public safety," remarked the Magistrate in passing sentence of twelve months' hard labour on Frederic Barretto, 31, who had pleaded guilty to three charges relating to the kidnapping of Luigi Jose Ribeiro, the six-year-old son of Mr. L. G. Ribeiro, of No. 7 Hanoi Road, Kowloon, on December 10 last.

Luiz Antonio da Rocha, 27, who pleaded not guilty to two counts, was discharged. "He is an impulsive young fool, but a staunch friend," said the Magistrate

of Rocha.

London, Jan. 15. While the Saar plebiscite was expected to clear the political horizon in Europe to some extent, another cloud has unexpectedly appeared in the form of the postponement of the visit of the French statesmen, M. Flandin and M. Laval, to London.

News of the delay reached diplomatic circles after Monday's Cabinet conference, and is regarded as con- firmation of reports that a hitch has occurred in Franco- British conversations.

It is understood that when Sir John Simon inform- ed the Cabinet of the tenor of his talk with M, Laval, the French Foreign Minister, at Geneva on Saturday, the ministers felt that a delay in the visit of the French statesmen was desirable.
