Threatened Strike

Sir, have read with interest the artlete which appeared in your paper of the 22nd instant under the heading "Threatened Shipping Strike," which contained a direct challenge by the Secretary of the "China Const 'Dileers' Guild" to certain owners of river ntenners having thele. businesson established in the Colony in a perfectly legitimate, manner.

My sympathies are both with the Mercantile Marine officers engaged in the navigation of these river ateamera as well as with the owners of these: vexeta.

It is an acknowledged fact that most of these river straniera are at present being run at a considerable Ican 'to the Companies concerned owing to the general depression in Trade and to various political troubles existing in China.

It is not denied, as far as I can fre from the article in your paper, that these men who are now employed in the various ships of the Chinese com- panies mentioned, have, voluntarily and without any coercion whatsoever on the part of any one, agreed to accept service with the various Chinese ship-) ping companies at certain salaries i reniuneration. It is not untrue that; in some cases these salaries are for: below what might be termed a "living wage" for the responsibilities of the officer concerned, bút, nevertheless, it cannot be denied that it is a personal contract in bw between theoflcern concerned had the shipping companies.) l'ersonally, fail to understand how the "China Const (ffleurs. Guild" con have the legal right to impose terms: on the shipping companies and there- by, so to speak, direct and govern the shipping companies in their ser- vice employments.

I was in the Colony during the great? Chinese strike which took place some years ago, and, if I am not mistaken, ! the Government *at the time promptly took effective measures to) stop what might be termed the crip- pling of genuine trade nd co- venience of the public generally, nnd, } so frar ns I can remember, minny prosecution took place against cer tain persons or guilds in connection with the strike. It was, I believe, i in consequence of this Strike that an Ordinance was passed in the Colony which is cited nå "legal Strikes and Lock-Outs Ordinuner No. 10 of 1927."

Personily, I am of opinion that if any one of these nilizers concerned is not in a position to be relieved of hits job, he is at once entitled to bring charge of intimidation against bix Child and the sooner this was done, the better for the nun in question.

Now, Sir, nasume for the purpose of argument, that the strike actually takes place, What is going to happen? The river trade" of the Colony will be seriously crippled, and I fail to see, under the circumstances, what steps the Chinese companies ena take except to appeal to the higher nuthorities for some regulations to be passed entpowering these ecupanies to employ qualified Chinese Masters and Engineers in their respective vessels twithstanding the fuel that the ship shall carry the British or any oflwr ftag.

If the mulor-ear, lorry, bus and trum drivers were to get together and publish their in.ention Parang at consequence of what they might con sider low wages, will the Government sit allli and allow the strike to con- tinue and thereby cause' ineouvenience to the whole cominunity of Hongkong? The law surely is made to apply to one irrespective of class or every erced.
