Far reaching developments in Empire air com- munications are proposed in a scheme outlined in the House of Commons to-day by Sir Philip Sassoon, Undersecretary for Air.
Sir Philip said these proposals, which are the re- sults of many months of work by the Air Ministry and Post Office, in consultation with Imperial Airways, were approved by British Government in the late Summer and subsequently communicated to other Empire Gov- ernments concerned.

The Evening Standard Moscow correspondent
London, Dec. 20. states that the notorious and mysterious Gregori Zino- vieff, one-time Russian revolutionary leader but later expelled from the Communist party because of attacks on Stalin, has been arrested in connection with the murder of the Soviet official, Kirov.
Zinovieff, it will be recalled, was said to have written a letter to English Communists in 1924 which suggested a plan for the Bolshevising of the British army, and the publication of this document played a large part in overthrowing the Labour Government of Great Britain.
The Soviet Government refuses to confirm or deny that Zinovieff is in custody.
