The French Foreign Minister, M. Laval, revealed the text of the Franco-Soviet protocol furthering the interests of the Eastern Locarno Pact plan, during the Senate debate on the Foreign Ministry's appropriations to-day.

M. Laval reinvited Germany to collaborate in a collective pact "wherein she will be assured of obtaining the same guarantees which she accords to others."

Seven vessels, belonging to three nations, answered the distress calls of the small Norwegian lumber carrier, 8.8. Sisto, which reported herself rudderless and listing badly, and being swept by heavy seas in mid-Atlantic.

The British tanker Mobiloil reported, later, that she was standing by the Sisto pumping oil out on the raging

sea.

The Mobiloil reports that the Sisto's rudder is twisted and that her bridge has disappeared. Several life-boats have been smashed by the gigantic seas.

It is feared that there must have been casualties aboard-Reuter.
