Senator Nye, who is Chairman of the Senate Committee investigating the so-called arms "racket" in America, announced to-day that he would introduce a Bill to Congress designed to prohibit the flying of the United States flag on American merchantmen whose cargoes were destined for a belligerent nation in war- time.
He would seek to put through this legislation, he said, in order to prevent the United States becoming involved in future wars through a pledge to protect American shipping engaged in trade as neutrals.
