Washington, Dec. 11.

The British Ambassador to-day handed to Mr. Cordell Hull, Secretary of State, a note from Great Britain explaining that His Majesty's Government would pay nothing on the War Debta ac- count on December 15.

To make even a token' payment would be useless, the note explain. ed, and it would be unwine even to attemptnegallations, "But," the note added, "the Government will continue to watch for any effective opportunity for taking stops in the direction of negotin- tions."
