BRITAIN LACKING NAVAL STRENGTH INSUFFICIENT IN EVENT OF ANOTHER WAR

LORD JELLICOE'S WORD OF ADVICE

A grave warning to the Empire of the weakness of the Navy in the event of another war is given by Earl Jellicoe in his book, "The Submarine Peril".

Lord Jellicoe discloses how near the Allies, owing to the lack of ships, were to being forced into accepting peace terms before the unrestricted German submarine menace could be dealt with in 1917, and declares that the number of cruisers available for convoy work at the present time "is entirely inadequate."

Aicraft, he states, cannot possibly alone give the necessary protection, even under favourable conditions of weather.

Berlin, Nov. 28,

Germans need only produco nix children in future to escape poron- nal income tax bouts, it has been revealed,

A now law passed by the cabinet provides a new scale allowing a 16 per cent. reduction in incomo taxes for the first, child; 35 for the second: 65 for the third, 75 per cent, for the fourth, 96% for the fifth, and a 100 per cent, reduc tlon, or almination entirely of the income tax, for the sixth child.

The law, however, affects only incomes not exceeding 100,000 marks a year.

"Our difficulties in 1917," Lord Jellicoe states in an introduction to the book, "were very great. Those that would face à future Board (of Admiralty) would be in- deed formidable, unless it is realised that bur naval forces are inadequate for the work that may be required of them, built and building (of which 108 and steps are taken to`make up our deficiencies."

In the introduction to his new available for convoy work la en- book, Lord Jelllege issues a grave tirely Inadequate, warning to the British Empire.

"H," he writes, "us seems to be generally conceded, we are to expect indiscriminate bombing of towns, ships, etc. by aircraft should another war unhappily take pinec, can we be assured that | submarine attacks upon merchant ships ns carried out in the late war, will not also be practised by anation fighting with its back to the wall? Can we be sure that treaty agreements ́ can be relied upen under such conditions?

ADDITIONAL MENACE

"One must not lose sight of the assistance which aircraft can, and did, give in protecting convoys against submarine attack in 1917 and 1918; but aircraft cunnut possibly alone give the necessary the trade protection even under favourable conditions of weather and near our shores. On the other hand, aircraft operating from ships on ocean trade routes may be additional menace to merchant ships.

"Later in the war two armed raiders (disguised merchant ships) sank or captured 55 British, 10 Allied, and 6 neutral merchant ships.
