Japan has no intention of building a flect which will constitute a challenge to other naval powers, nor does she want a naval race. Japan, declared Mr. Saito, the Japanese Ambassador to Washington, speaking of the Washington Treaty termination, desires drastic re- ductions of existing naval strength.

Japan would like, he said, the setting of a common upper limit to warship building, instead of a ratio system, "which militates against a sense of national security.”.

Instead of a treatyless era, Japan desires a rational international agreement, said the Ambassador.

Mr. Anthony Eden, Lord Privy Seal of England, and Baron Aloisi, famous Italian diplomat, the representa- tives of their respective Gov- ernments on the Saur Plebiscite Commission of the League of Nations, have announced that Britain and Italy are ready to send troops into the Saar to pre- vent disorders.

This decision will be conveyed to the League of Nations Counc!! when that body reassambles at 0.30 .p.m. to-day.

The British and Italian policies are parallel to that of France and follow the suggestion of M. Laval, the French Foreign Minister, that international troops should mala- tain order in the Saar at the time of the pebinello.
