IN SHELTER OF DICTATORSHIP
By DYRE CARTER
"GIVE US A KING," the Israelites clamoured about
three thousand years ago, and the cry is being taken up by nation after nation to-day as discouragement spreads with the apparent failure of democracy to solve the complicated problems, mainly economic rather than political, which beset modern governments. There is, of course, a superficial difference; except in Serbia and possibly now in Bulgaria, kingship has fatterly been shorn of most of its authority, and a new label has been invented for the old medicine; men call for a leader. Signor Mussolini, as the Duce, was the first to give the word the status of an official national title, but he left it to the more academically-minded Germans to reduce it to a system- das Fuhrer-prinzip, or the “leader-principle.”

Democracy's alternative to the domination of an individual wifl,. supported though it be by the emotionally produced assent of thu masses, has so far been to em- phnaize the "will of the majority,” and that is why democracy has not yot reached full fruition. More numbers, relying on the same foundation of the human will, do not suffice to establish the best government, the government of good will. In fact, numbers often spell weakness and uncertainty. for, us Bernard Shaw says in "The Apple Cart."
