There is every hope now that the British plan for a gentlemen's agreement between the principal' naval powers, which will obviate the necessity of altering the present 5-5-3 ratios, will be accepted by Japan. In that event it is very likely that the United States will also accept the British scheme, and a long step will have been taken towards an understanding at the 1935 Naval Con- ference.
