THE DEVELOPMENT OF HONGKONG AS ONE OF BRITAIN'S FAR EASTERN AIR BASES, TOGETHER WITH SINGAPORE, WAS A POINT IN THE EMPIRE DEFENCE SCHEME, LORD HAILSHAM ANNOUNCED TO-DAY.
