The old school of football legislators seem to find it hard to acquire the outlook of to-day, and it is on this account that I am apprehensive concerning the scheme which is being prepared for the coaching of schoolboys.

A scheme on similar lines was first drawn up five or six years ago, but it was dropped into a convenient pigeon hole and it remained there until last year.

Then it was reported that it was to be launched on a big scale covering the whole country and embracing not only the school- boys but amateur clubs. But once more it was dropped or for- gotten.
