New York, Nov. 5. Following the arrest of a number of Chinese when a New | Jersey farm-house was raided, yesterday, Federal Department of Justice officers announced to- day that an international gang was responsible for the smuggl- ing of hundreds of Chinese into the United States.
The Chinese are kept in virtual slavery, they say. The story told by arrested Chinese yesterday that some of their number, when taken ill aboard the smugglers' versel. had been tood overboard, is not the least bit exaggerated, it is) stated. The smugglers trent them with the utmost brutality.
However, Federal officers state that the leaders of the smuggling ring are known and it is pected that there will be several Arrests presently.

Geneva, Nov. S. A communique Issued by Mr. Arthur Henderson, President of the Disarmament Conference, ex- presses the opinion that it will now be necessary to postpone any attempt to deal with prob- lems of disarmament until atter the beginning of the coming year.
He therefore proposts that cer- talm
questions where agreement is in sight might be incorporated in separate protocols, coming into force singly and without, the Con- ference necessarily having to awalt the completion of the entire convention.
Instances of insasures which might be treated in this manner are the arms traffic question, delay in which makes it possi ble for the Gran Chaco war to continue with heavy losses of life on both sides, the
