China's Rules In Silver Operations
ONLY ANXIOUS TO STOP SPECULATION
· Shanghai, Oct, 30. A spokesman of the Contan Bank of China declared thin morning that on the recommeda- tion of the Ser Exchange Equalisation Committes Dr. H. H. Kung, Finance Minister. had authorised the Chinese Maritime Customs Administration to permit exporters of silver to pay the rates of the tax at the time they applied for export permits in- #tead of at the time of shipment.
This new order implies that the Chinese Goverment is only actuated by the wish to eliminate speculation in silver through the imposition of the silver export day; that the Chinese Govern- ment is still determined to main- tain its silver standard; and that the commercial banks are permitted to make Roverage in their foreign exchange transac- tionsCentral News.

JAPAN'S BLOW TO OIL FIRMS
MUCH INTEREST IN BRITAIN
London, Oct. 27.
Certain aspects of the Japanese petroleum industry law of March 27 have recently been the subject of representations made it Tokyo on behalf of the Governments of the United Kingdom, the United States of America And the Netherlands, the Interests of whose nationals are liable to be adversely affected.
The main objects of the new law appear to be the accumulation, in the interests of the Japanese Gov- ernment, and at the expense of foreign oil companies, of vast re- serves of oil, and the encourage ment of the oil raising industry in Japan.
Extensive powers of control over
the industry enable the Japanese Government to fix antes prices, to determine quotas of all import ullotted annually to various com- pantes and to force the oil com- panion to expand their storage planta In case of necessity.
