C.E.R. SALE NEAR CONSUMMATION
NEGOTIATIONS TO BE REOPENED
SATISFACTORY PRICE OFFER
Moscow, Sept. 27. While it is admitted in well-in- formed quarters that a basis for agreement on the purchase price to be paid by Japan-Manchukuo interests for the Soviet's share in the C.E.R. has been reached, it is stated that the negotiations lead- ing up to settlement are really regarded as only preliminary steps towards the resumption of an official conference on the sub- ject.
Conferences have been proceed- ing, more or less irregularly, for many months, but without much success, as first one party and then the other would call off the negotin- tions on the ground of a lack of sincerity on the other alde.
Latterly, the Manchukua and Soviet delegates met in Tokyo, and because of the discrepancy in price naked and offered, the conference was abandoned again. It is Raid tho
negotiations were resumed after the Japanese and taken the initia- tive and mude it possible for Man- chukue to give a higher price than previously.
of negotin-
The firm SUCCERS tions now depends, from the Soviet point of view, upon the outcome of discussions to be inaugurated. But there are a number of factors to be considered in the enso before com. plete settlement is achieved; notu bly, how the money is to be paid and what is to be the future of the Russian C.E.R. employees.--Neu- tor.
