PREPARING FOR ATTACK

Washington, Sept. 19.

Mr. Claude Swanson, Secretary of the Navy Department, has announood, that next summer's flect manoeuvres will be held in the Pacific.

Preparations are already being made, the plan of operations drawn up and the scheme of supply for a huge fleet is in the making.

Mr. Swanson states that the fleet will operate between `Alaska and Puget Sound and Hawail, along America's "blind side.”

Experts have long realised that Alaska would be a most diflcult territory to defend in the event of an attack from the Pacifle, and that once an enemy gained a foothold there it would be a satisfactory hase for operations against tho United States proper.
