FOR LAST YEAR Satisfaction at thi which the Government accounts were kept in 1933 is expressed by the Director of Colonial Audit, Mr. P. L Collason, in hin Annual Roport, which was tabled in Legislative Council this

week.

Subject to one or two minor com ments contained in the report, the Colonial Auditor stated that the ne- been MAtiR- counts generally have factorily kept and rendered. "Exist- ing regulations," adds the report, "appear to provide reasonable ac counting protection guinat irre- gularities and fraud.

The embezzlement by n Shroff em- ployal in the Police Department to which reference was made in the report for 1942, was followed by nr- rest and convletion. The Secretary of State approved the writing off of portion of the loss and ordered a further portion to be recovered from certain officers held to be responsible. There still remains $800. ant present charged to an Advance Account, upon which the Secretary of State's de elaton has yet to he obtained.

The theft of a large quantity of explosives belonging to private firms but which were for reasons of publie safety kept at the Government Gun- powder Depot has already been re- portal. Though the theft occurred during the year under review the financial effect will not be Rhown until the year 1994.

Periodical surveys of these private- ly owned stores have now been brought into the Audit Progralume.

A third theft, on this occasion of Post Office cash and slaap,.occurred during the year and after loen en- quiry and report the Secretary State authorised the amount stolen, $1,589,09, to be written off,

Following the instructions of the Scerelary of State, the year 1933 saw the abolition of the "Omnibar" Honds of Personni Emoluments and the salaries of the Cadet Service, the Sentor Clerical anul Accounting Staff and the Junior Clericn! Staff were spread over the various Departmental Fende.

"The initial stages of this trans. formation inevitably presented dif. culties, due mainly to the temporary filling of posts of gfleurs on leave and to promotions within each of the three classes but there is no reason to anticipate that these will not dis- appear as the local authorities get accustomed to the new procedure,” states the report.

"It would not neem unreasonable to. claim that if each department is 'organised so that normal leave can he met without outside assistance' then Estimates can be prepared with a fair degree of accuracy. If i can be decided that a particular depart- ment (including leave provision) re- quires so many officers of each of the three classes then any slight excess or deficit due to the salaries of the
