VIENNA, JULY 31. TWICE IN THE COURSE OF YESTERDAY'S DRAMATIC' PROCEEDINGS IN THE COURT- MARTIAL OF THE NAZI REBEL RING. LEADERS; CRYPTIC ALLUSIONS WERE MADE BY ACCUSED TO EXPECTATIONS OF BACKING FROM RESPONSIBLE QUARTERS IN VIENNA.

He added that the rebels were told not to shed blood un- less they were forced to do so in self-defence. Describing the scene at the Chancellery, Panetta said
