Washington, June 1. America's present war debt policy as enunciated by President Roosevelt to-day is not likely to provoke any excitement either in the United States or abroad.

Adherence to the doctrine that if debtors can afford heavy arma- ments bills they enn afford to meet their obligations is the principal feature.

President Roosevelt's views on war debta were expressed to-day in a Message to Congress, in which he warns debtor nations that the

United States would be swayed In Judging the matter of revision of existing agreements by the extent to which debtors diverted their natural resources to armament ex- penditures, and to other 1872- productive purposes.
