Finally, Mr. Pecora prosecuted several Tammany officials involved in milk scandals, and somewhat to his own surprise, found himself, shortly thereafter, out of work so far as the city was concerned. To-day he considers that it was the best thing that could have hap pened to him.

What he has done in the last year is to dramatize certain grave abuses in the American financial ayatem. It has shown loopholes in the income tax law by which Mr. Morgan, for example, avoided pay-
