Proposals now before Parliament are experimental, it is indicated; if they do not accomplish the desired im- provement, still more drastic legislation will be forth- coming.
One of the innovations will be a requirement of applicants for driving licences to undergo a test of com- petence. This is the normal practice in Hongkong, but it is new to Britain, where hitherto it has been purely a question of payment.
Cases have been known where licences have been issued to persons totally unfitted to drive for reason of physical disabilities.
