London, Mar.20. Imgoriat Chemical Industries have declared a final dividend of five per cent. tax free, making seven and a half per cent, for the year as compared with six per cent, in 1932.

On that count alone it is difficult to justify the assumption of speeding as be ing the major cause of danger.

Another important fact revealed by these apparently little known statistice is that while eleven' fatal accidents were caused by drivers being under the Influence of drink or drugs, fourteen fatal occurrences wore the outcome of eimilar pedestrians being in a condition....

The above adequately shows that panic legislation repressive on. the motor industry is not necessary. It should never be forgotten that the mator Industry to-day represents a very important Dart of our national and industrial Ilfo

Surely it is logical to assume that I by proper education, not only of motorists but of pedestr lans, cyclists and all classes of road usera, the accident toll can be. reduced, it is far better than arbitrarily limiting the develop- ment of an important industry.

Even under existing conditions there are distinct signs of hope, for while In 1933 the increnso In with motor traffic as compared 1932 was no less than 17 per cent, the increase in accidents was only 4.20 per cent, showing that for the amount of trame they carry our roads are already tending to become anfer.

It la not sufficient, however, of merely to prevent the increase accidents. It is the decrease in their incidence that has to be brought about, as can be done by the adequate education of all sections of the public,
