MR. JP KWAI-CHUNG RETIRES

„FROM PUBLIC SERVICE

By the resignation of Mr. Ip Kwal-chung, confidential clerk to the Superintendent of Imports and Exports, the Government has lost the servles of an officient servant. During his 20 years in the Govern ment Service, Mr. 1p Kwai-chung often appeared in Court in Liquor, Oplum, Tobacco and Distillery cases in the interests of the Government. With the technical knowledge gained from his work, he played an important part in distillers control and opium sup- pression. He was also an expert. In Chineso accounts and through him, many fraud cases on revenue were successfully brought to light and malefactors convicted.

During his tenuro of omeo in the Government he took a great Interest in public welfare. During the Bood disaster in the neigh- bouring province in 1924, a fair was organised in Hongkong to raiyo funda for the roof of the flood sufferers. Mr. 1p formed a theatrical troupe out of the clerk- cal staff, and raised approximately $5,000 which was wholly devoted to the relief of the sufferora
