BRITAIN SUPPORTED BY AMERICA
Geneva, Mar. 9.. The League of Nations is now in hopeful of eventual success the direction of Disarmament, in consequence of indications of the changed attitude of Great Britain, whore it is believed there in grow! ing favour for the idea of common action in the event of violation of the provisions of the Disarma met Convention.
It is also gathered that in- Buential French opinion has un- dergone a Cosiderable change with regard to the question of German rearmament.
A white paper on Disarmament was issued here to-day, of which the chief feature in a letter from M. Barthou, Foreign Minister, dated February 10, emphasising the French attitude, in unmis- akable language, and explaining -he-impasse Into which the negotia
long have drifted. It is hoped hat the now French memoran- lum, expected next week in reply o the British preposals of Feb- dary 9, will show an advance facilitating negotiations.

Barthou's letter asserts that France is unable to accept any calculation excluding formations which are incontestably of a mili- tary character, and is also unable to accept immediate reduction of irmaments accompanied by an im- mediate re-armament. of powers bound by the military clauses of treatica. United States Stand.
A United States aide memoire of February 19, to the British Am- bassador at Washington, general- ly approves the British Disarma- ment memorandum of January 29, and advocates the strengthen- Ing of the defesive power of a stato, with corresponding reduc tlon of offensive power.
It urges the abolition of heavy, mobile artillery, heavy tanks, bombing neroplanes, and such weapons, used for invasion.
As a second step, the aide momoire urges continuous automa- tic inspection of armaments, and thirdly, a universal non-aggres• alon pact.
While emphigising that the American Government will not in any way participate in European political problema, and therefore is not participating in diplomatic diacussions in relation to them, it is nevertheless vitally interested In the maintenance of European peace. America therefore wel- comes the effort of the British Government towards securing Dlaarmament,
