WASHINGTON, MARCH 9. ONSLAUGHTS ON AMERICA'S HUGE NAVAL BUILDING PROGRAMME, DESCRIBED BY SENA-
TOR NYE AS A BLUSTERING, BUILDING BILL FOR THE RELIEF OF MUNITIONS MAKERS, HAVE BROUGHT THE BIG GUNS OF THE CHIEF SPONSORS OF THE BIG PROGRAMME INTO ACTION.
Remarkable speeches were delivered, last night in the course of a debate on the programme, Admiral Standley indicating that the United States was chiefly concerned by the unstable conditions in the Far East, while claiming that all the signatories to the Washing ton and London Naval Treaties were practically under an obligation to build up to their full Treaty strength.
The contention was that the Treaties created 'the balance of naval power necessary to ensure peace and security for the signatories and that any country which failed to build up to full strength was thereby dis- tubing the balance and creating the conditions which might lead to a breach of the peace,
