THE DIPLOMATIC WHIRL IN EUROPE IS: GATHERING PACE, CHANGING THE PICTURE WITH STARTLING RAPIDITY. WHILE ITALY IS NEGOTIATING AN ALLIANCE WITH AUSTRIA AND HUNGARY, GERMANY IS ESTABLISHING HER POSITION WITH HER EASTERN NEIGHBOURS.

The most important development emerging from the activity in Europe's chancellries, however, is the prospect of the patching up of a peace between Austria and Germany, based upon a closer friendship between the Austrian Fascista under Prince von Starhemberg and the Nazis.

It is learned on very reliable authority that Austro-German peace is likely to be achieved by early March if not before, though the means may possibly serve to create fresh anxieties în Rome and Paris.
