THE FUTURE OF THE
NEW TERRITORIES
Slow but none the less appre- ciable progress is being made in raising the standard of agricul- tural produce in the New Ter- ritories. The exhibits seen at the Empire Fair and at the recent annual show prove that- there are great possibilities in the development of the mainland territories along lines which will ensure the supply of many of the Colony's domestic needs. As the Hon. Mr. J. P. Braga pointed out, there is an increasing demand both in Hongkong and Kowloon for New Territory produce, and there can be no questioning the point that that demand will con tinue to make itself felt. Thus there is an assured market ready at hand. The New Territories Agricultural Association is per- forming a work of real value, though necessarily restricted in scope. By seeing that better seeds, fertilisers and plants are made available, by disseminating propaganda aimed at improved methods of tillage, and by in- teresting itself in co-operative marketing, it is proceeding along the right lines. The small ex- perimental farm, which it is assisting, should also in course of time produce good results, since it will provide concrete proof of what can be done by modern, scientific methode. Useful as all these things are, however, it is clear that if the New Territories are to play their proper part in the life of the Colony, something much bigger and more ambitious will be needed. We .are convinced that, with adequately organised schemes and financial assistance, large tracts of land beyond the Kowloon hills could be brought under cultivation and be made to yield produce in quantities and of a quality hardly yet dreamed of. The time can be envisaged when hundreds, if not thousands, of people who now find it almost impossible to keep above the subsistence level in the urban areas of the Colony might be induced to transplant themselves into the country and eventually form a new class of husbandmen, earning their living on the land and by their labours contribut- ing greatly to the Colony's needs. But that day will not dawn'until the Government strikes out on a bold policy on the mainland. Thus far, it has been content, in a mildly benevolent way, merely to touch the fringe of the ques- tion. Once it is disposed to take broader and larger views, it will not only be helping to solve some of our economic problems, but it will also assist in rendering the
