The price is fixed each morning at about 9.30 in the course of 5 telephone conversation between Mr. Jesse Jonca, the head of the Reconstruction Finance Corpora tion, and Mr. Morgenthau, Acting Secretary of the Treasury. then transmitted to the Federal Reserve Bank of New York by private wire and sent to the mimeo- graph-room for coples to be made for the Press. These are ready about ten minutes later.
