The process of the dollar and pound stabilisation may bo'said to have begun, doclares the Washing- ton correspondent of the New York Times, who saya that the Ad- ministration belleves that it is do, faitaly able to stabilise' the dollar `at 62 cents and blames both fri- tafo and. France for the delay in reaching an agreement,

The correspondent adds that twice recently the Administration has proposed the dollar-pound stabilisation to the British Gov- ernmont, but Britain allegedly professed her inability to take an effective Initiative in the 'mattor at the present time,

The same journal gives the fol- lowing reasons for this attitude.

Firstly, the opportunity should first be given to France to aban- don the gold standard. And revalue the france; secondly, the presence in London of Amariean capital, which might return to the United States; thirdly, the dole might be turned into an unknown budgetting quantity; fourthly, Britain has not, yet decided on a proper ratio for price levels in relation to the ex- port trade; and fifthly, fears that President Roosovolt is not a "sound money man," but an infa- tionist, and that Congress may upset any stabilisation plan.- Reuter.

Pasadena, Dee, 11. A high tariff wall around the United States, and silver as a currency medium within thego walls, is the only way that America. can be put back on her feet; accord- ing to Mr. John Hays Hammond, the famous American mining engineer,

Mr. Hammond unequivocally con- demns President Roosevelt's ex- perimenta in currency inflation, and the issue of fiat dollars. He pre- dicts that the United States will eventually be forced Into bime tallism because for 2,000 years "parity between gold and silvar existed on a 16 to 1 basis,"

Mr. Hammond does not consider that the United States will gain much advantage by the recognition of Soviet Russin.-Reuter,

VISIT TO LONDON.

M. AVENOL CALLS ON SIR JOHN SIMON

London, Dec. '11. Monsieur Avenol, who became Secretary-General of the League of Nations as successor to Sir. Eric Drummond, after ten years as Second-in-command as Secretary, reached London yesterday after visits to Rome and Paris."

He will be a guest of Sir John Simon at luncheon at the House of Commons to-day and vill ad- dress members of Parliament in the Committoe Room afterwards.

Later in the work he will nicet tho Prime Minister and other members of the Cabinet.

The Times, in a loading article, points out that the visit was ar- ranged some months ago, and it is therefore a coincidence that it comes just after the declaration by the Fascist Grand Council in favour of a reformed constitution for the League of Nations. But. the paper adds that the mibject will no doubt be a topic of discus slon during M. Avenol's visit to London, as it was in Rome and Paria-British Wireless.
