Britain's Note in reply to Mr. de Valera was drafted to-night by a sub-committee of the Cabinet, including Mr. Ramsay MacDonald, Mr. J. H. Thomas, Sir John Simon, and Baron Hailsham,

The British attitude is that it desires friendly relations with the Irish Free State, but the Free State, if it secedes from the Empire, must naturally forfeit the advan- tages of association with the Common- wealth,

There is no disposition in British quarters to indulge in threats. The All-troland Republic, believed to be contemplated by Mr. de Valera, is regarded at Westminster to be impracticable.

Addressing the Dublin Chamber of Commerce to- day, the Irish Free State Minister of Finance, Mr. Meintes, said it was the earnest desire of the Free State Government that the relations between the peoples of Ireland and Great Britain who had a community of in- terests should be amicable and cordial.

The Irish political situation caused a sharp drop on the London Stock Exchange to-day in Guinness's shares, which fell from 103/- to 98/6.

FULL TERMS EXPECTED TO-DAY

It is understood that the Cabinet as a whole approved the reply to the note recently received by the Secretary for Dominions, Mr. J. H. Thomas from Mr. De Valera, Pre- sident of the Executive Council of the Irish Free State.

The Irish Note asked for a state- ment regarding the British Govern- ment's attitude towards the de. claration of an Irish Republic.

The full terms of the reply will be disclosed in both Houses of Parliament to-day.
