An elaborate plan for the con- struction of a giant dam from Oranienbaum, on the Esthonlan alds of the Gulf of Finland, via Cronstadt, to the Finnish side has been drawn-up by the Moscow, Hydro-Technical Institute, accord- Ing to reports here.

Such a dam would be at least tweny-five miles long. It would completely isolate that part of the Gulf which lles between. Cronstadt and Leningrad, and, apart from Its great strategical value, would pre- clude the possibility of Leningrad over becoming (looded. Since the founding of the city in the eighteenth century, the River Neva has overflown its banks at Lenin- grad 168 times, always causing considerable damage. The river has twice been in flood during the present summer,
