Chinese Ministers, he informed his hearers, were not altogether masters in thoir own house, na to speak; the pressure of public opinion frequently preventing their doing the things of which they themselves approved.
The future of China Iny, first, In the securing of security of lite, property and capital. It was essontial to obtain a settled Gov- ernment.. The only form which at present would sult China, he said, was one on a feleration basis, with full autonomy for the pro- vinces and districts.-Router.

WORLD CRISIS
A WAY OUT
By FREDERICK COPE, A.M.I.E.E.
Mr. Cope's striking articles on the world economic crisis which were recently published in the Hongkong Telegraph are now available in pamphlet form.
One of the features, repaying study. Is the close similarity between the plan of reform suggested by this local writer, and certain aspects of the Roosevelt recovery programme. The author's ideas are naturally far toc advanced for active promotion at the present time, but they are particularly interesting in view of the fact that President Roosevelt, In striking out on a path of his own, has travelled in the same direction.
The pamphlet. Is one of forty-four pages and can be obtained from the South China Morning Post at a cost of-r
FIFTY CENTS
