This follows upon a recent Bri- tish .communication regarding thei proposal of the United States to build up to treaty limits.

A thrilling story of his experiences in the hands of bandits was told this morning to a representative of the Telegraph by Mr. W. E. Hargrave, second officer of the 8.5. Nanchang, who is staying in the Colony for a short] period on leave.

With Mr. Clifford Johnson, chief officer, and Mr. A. D. Blue, engineer, of the Nanchang, Mr. Hargrave spent five terrible months in the wastes of Manchuria, bound with ropes, bandied from one gang of pirates to another, hidden in junks and trenches, shot at by rival factions and bombed by rescuing forces.

London, Sept. 26/ Particulars are announced of a now Government issue con- sisting of an addition of £150,- 000,000 to the existing 2% conversion laan of 1944-49 to be subscribed partly by cash. and partly by conversion.

The price of the issue for cash- subscriptions is £94 per cent.. giving a yield of £2.13.2 por cont. intérost only and a yield of £3.9.1 or £2.19.7 per cent. allowing for fredemption in 1944 or 1949 rospectively. The prices of the existing lonn, of which 455,000,000. had been issued by tender before the weekly issues were suspended at ond of May, is 043%,
