WASHINGTON, SEPT. 10. THIRTY-NINE AMERICAN WARSHIPS ARE NOW CONCENTRATED IN CUBAN WATERS OR

WITHIN A FEW HOURS OF HAVANA, AND WITH THE NEW REVOLUTIONARY REGIME UNDER DR. RAMON GRAU SAN MARTIN STRUGGLING AGAINST ODDS TO ASSERT ITS AUTHORITY, A HIGHLY TENSE SITUATION EXISTS.

Perfect order reigns for the moment, but outlook is causing apprehension, owing to the paradoxical situa- tion in the Army in which the new government proposes that the highest rank shall be that of Colonel and that the sergeants shall choose the officers. Those chosen, however, refuse to serve and stand by Dr. Cespedes.

Talk of intervention by the United States continues, but feeling in South America is illustrated in a Note handed by the Argentine Government to the American Ambassador, welcoming President Roosevelt's ardent desire not to intervene in Cuba and pointing out that youthful nations can work out their own destiny if they are left to their own devices. The New York Herald's Washington correspondent interprets the Note as strong advice not to intervene in any circumstances and looking askance at the U.S. naval array in Cuban waters.
