The fate of hundreds of British investors in foreign securities, who lost up to four-fifths of their capital owing to devaluation of currencies, is vividly recalled by the Treasury dollar-security ex- change offer.

The offer concerns the issue of xold bonds to the value of G$250,- 000,000 in the United Staten in 1917 for the purchase of munitions by the British Government.

The terms of the issue stipulated that the interest and the principal were to be paid in gold dollars or in sterling at the option of the holders.
