Berlin, April 24.

Further details are given of the decision to dissolve the bonds be- tween the Hamburg-Amerika and the North German Lloyd. The profits of the two great shipping companies are no longer to bo pooled, hut uneconomic com- petition is to be avoided by a quota system. It Is.proposed that for every passenger above a cer- tain percentage carried by either company a fine should be paid into

common fund.

Provision will be made for de- centralisation and increased in- dividual responsibility In the management of the smaller ship- plug companies, such as the Ilam- burg South, the German East Africa, the German Levant, and other lines at present controlled by the two big companies. In some enaca this might be followed by the transfer of shares to other hands.

It is emphasised that the re- organisation of the shipping lines and further netion to assist them is to be the work of the Reich, and that they are to be relieved from pressure from or dependence upon bankers and financiers. This la highly typical of the Nazi outlook.

Subsidies

The new Nazi Burgomaster of Hamburg has sent a memorandum to the Chancellor on the assistance required by German abipping, and a similar memorandum has been sent by the North Gorman Lloyd, whose headquarters is at Bremen.

The Hamburg memorandum re- commends the payment of a pre- mlum by the Government for the earnings in foreign currency the premium to be so scaled na to provide a subsidy to assist com- petition against foreign shipping lines which enjoy advantages from a depreciated currency, eg, the British lines,

In return for this assistance and for relief from all taxes and social burdens which cannot be paid out of earnings, the Iam- burg Burgomaster suggests the surrender of all property in foreign currency held by the ship- ping companies, in exchange, of course, for marks,

Should these proposals be ac- copted, British shipping will have to face intensifed competition.

The Government will probably try to realise their policy of breaking up big industrial units in the tobacco industry, where many of the big firms are in the hands of the Jews.

The Socialism of the Nazi Party would appear to tend toward a general State control of competi- tion between smaller companies, rather than the nationalisation of big industries or permitting new big industrial units to be formed.
