WASHINGTON, MAY 26. THE PAYMENT OF WAR DEBTS IN PAPER DOLLARS IS MADE LEGAL BY A BILL FOR THE ABOLITION OF THE GOLD STANDARD INTRO. DUCED IN THE HOUSE OF REPRESENTATIVES TO-DAY.
Congress is certain to pass the measure, which, it is believed in some State Department circles, will have the effect of further depressing the dollar on inter- national exchanges and perhaps enable the United States to stabilise her currency on a lower level than would otherwise be possible.
New York bankers, however, are of opinion that the measure is mainly designed to legalise the de facto situation and clear up the anomalous situation resulting from the present gold clauses in a billion dollars' worth of public and private obligations.

SHANGHAI, MAY 27.

Towards nightfall, the vessel was attacked from three junks which put out from the shore. The crew put up a gallant resistance, but only a few arms were available while the buccaneers were armed to the teeth. After six of the crew had been killed and seven seriously wounded, they were compelled to surrenders. The vessel was then thoroughly looted.
