REPORT OF LEAGUE'S SUB-COMMITTEE

Geneva, May 11, The non-recognition of the Manchukuo currency is proposed In the Report drafted and circulat- ed by the League Secretariat.

The report pointa out that mem- bers of the League, except Japan. have undertaken not to recognize the present regime in Manchurin as possessing the status of a state or government.

The Report envisages the-pos- Bibility that the Manchukuo might notify the Secretary-General that It considers itself bound, as suc cessor of the Chinese territory. by the provisions and conventions to which China is a signatory. The Roport suggests no objection to this as it does not constitute recognition.

The Report further anys that a Anancial blockade of Manchukuo is theoretically possible, but prac tically doubtful as being offective unless it is extended to Japan- The report, therefore,' suggests
