GOVERNMENTS ATTITUDE ON EXCHANGES

Since the South Chinn Gold Bar Company opened its doors recent- ly, it has formed a new topic for controversy in Ice House Street. Not since the excitement over pro- duce exchanges in 1921 and 1922 have any private exchanges operated in the Colony.

Questioned on the subject yes-1 terday, the secretary of the Hong- kong General Chamber of Com- merce, Mr. M. F. Key would not make any statement but referred the interviewer to the report of the Chamber issued for 1922.

The report refers to a draft or-: dinance entitled "An Ordinance to Regulate. Exchanges." The Objects and Reasons for the Bill, which was never actually passed through the Legislative Council, were as follows:
