REQUEST FOR LIBERTY

OF PRISONERS

Nanking, April 6.

At a meeting of the C.E.C. to day, Mr. Wang Ching wei referred to A proposal submitted by Madame Sun Yat-sen on behalf of the Civil Rights Alliance appeal ing for the liberation of political prisoners. Wan Ching-wel de- clared that non-Communist poli- tical priseners had been pardoned in accordance with the decision of the second G. E. C. congrean.

As regards communists in eus- tody he suggested that those who had been directly or indirectly involved in open rebellion should be handed to military tribunals for trial, while those accused of 'violence should be tried by ordin- ary courts.

Referring to the proposal for freedom of speech, publication and association, Wang Ching-wei said these civil liberties should ordinarily be granted to all citi- "zens, but in view of the disturbed conditions. in Kiangai and Hupch.
