A Gamble

There is nothing in the present ituation to cause genuine in- vestors in the new loan to sell. The drop comes purely from sales by speculators who never intended to hold the stock. They took the gamble of selling at a profit und the gamble has been against them. The discount on the now loan does not mean that the Govern- mont's Conversion Operations have not been a success.
